ROSES-24: Changes for 2 CFR 200 Update

Research Opportunities in Space and Earth Sciences (ROSES) is an annual omnibus or umbrella solicitation, meaning that it has many individual program elements each with its own due date(s) and topics that span the full range of Space and Earth Science covered by NASA’s Science Mission Directorate. The basic backstop rules that apply to all program elements by default are given in the ROSES “Summary of Solicitation”.

This amendment announces several changes to the ROSES-24 Summary of Solicitation [PDF], mostly because of the update to 2 Code of Federal Regulations (CFR) 200 that took effect on 1 October 2024. Those changes include but are not limited to:

• A new high-level agency guidance document for proposers: the NASA Grant and Cooperative Agreement Manual (GCAM) [PDF] has replaced the Proposer’s Guide.
• New federal assistance awards will require new certifications, Biographical Sketches, and Current and pending Support. However, those who are applying to ROSES-2024 need not change how they prepare their proposals; if your proposal is selected, the NASA Shared Services Center (NSSC) will contact you asking for updated information after selection.

Please see the Amended ROSES-24 Summary of Solicitation [PDF]. New text is in bold and deleted text is struck through. No ROSES due dates have changed because of this Amendment, or the changes to 2 CFR 200.
